All documents and guidelines are reviewed regularly – the date in parentheses indicates the date of publication. When changes are made to standard documents, we also add a “delta view” document to indicate the changes that have been made. This publication contains the model documents for the private sector-funded projects of the Priority School Building Programme (PSBP). They are based on standard forms of previous programmes and are published for information purposes rather than consultation. Please note that changes to BSF standard documents are only permitted for project-specific reasons approved by PfS. PfS has developed standard documentation for all aspects of BSF – from procurement documents (Cheek notices and pre-qualification questionnaires) to contractual documents (the “BSF Standard Documents”), which cover both the long-term partnership and the execution of the main types of contracts (which can be MFIs, b. “Design and Construction” or conventionally financed ICTs). The project-specific documents for each batch are based on these templates. Project-specific versions are issued to pre-qualified bidders for each project. The draft revised output specification (now called the output specification for facilities and services) for consultation and for local authorities from wave 5 onwards is available below.

This shows that the renewable energy industry is still in a phase of great change. However, the transition itself has changed.
