(21) The implementation of the Framework Convention contributes to the achievement of the objectives set out in Article 136 of the Treaty, (e) to the deepening of the international consensus on the fight against terrorism and its normative framework, and to the elaboration of an agreement on the Comprehensive Convention on International Terrorism. 2. In the unlikely and unexpected event that no mutually acceptable solution has been reached after the start of consultations at ministerial level and no later than 45 days after the matter has been referred to the Joint Committee, either Party may decide to take appropriate measures with regard to this Agreement, including the suspension of its provisions or its denunciation. The Parties recognize that a particular case of urgency may also serve as a ground for appropriate action outside of this Agreement in accordance with the rights and obligations of the Parties under other agreements between the Parties or under general international law. The Parties recognise their mutual interest in the elimination of technical barriers to trade and agree to this end to cooperate within the framework of the WTO Agreement on Technical Barriers to Trade and the Agreement on the Mutual Recognition of Conformity Assessments, Certificates and Markings between the European Community and Australia. Before making financial commitments at donor conferences involving new financial commitments and requiring the approval of the budgetary authority, the Commission shall inform the budgetary authority thereof and examine its observations. 1. The Parties may supplement this Agreement by concluding specific agreements or arrangements in any area of cooperation falling within its scope. Such specific agreements shall form an integral part of all bilateral relations governed by this Agreement.
